Mann, Monteiro and Larkin are mentioned in other places as well in the affidavits.
From affidavit of Vera McKenzie dated Dec 19/17
9. ………Sergeant Gerard Schmidt (“Schmidt”) became my supervisor. He ignored my presence in the office and referred to me as a “cunt”. Sergeant Frank Monteiro (“Monteiro”) once told me that the “c” word was Schmidt’s favourite word.
23. Monteiro advised me that he and Sergeant Jim Culham should be in penitentiary for what they had done to suspects.
I also heard how Schmidt himself told a prisoner that he was “going to fuck him”.
However, none of these officers faced any reprimand or criminal charges.
From affidavit of Karin Eder dated Dec 18/178 (c).
Sergeant Frank Monteiro (“Monteiro) referred to female officers as “split tails”, which he told me was in reference to our genitals;
(d) on one occasion, Monteiro came up behind me in the lunch room and lifted my skirt over my waist, revealing my undergarments, in front of several male officers.
22. Dietrich sent me emails attaching his naked penis – semi erect and turned to the right….
25. I spoke to Deputy Chief Mike Mann (“Mann”), Gary Melanson (“Melanson”), the Service Solicitor, and WRPA Representatives,
Steve Dickens and Ray Massicotte about my encounters with Dietrich. While all the individuals I spoke with urged me to file a formal complaint, when I asked what would happen if I made a complaint, they informed that Dietrich would only likely get a warning and that was it. I also knew that most of senior management were friends with Dietrich and that they would protect him.
27. Notwithstanding the fact that Mann, Melanson and several senior members of the WRPA were aware of the “dick pick”, Dietrich continued as Superintendent without any negative consequence.
While Mann assured me that Dietrich would not be involved in any transfer where my future was discussed, to the best of my knowledge, he continued to participate in every transfer meetings where my transfers have always been denied.Affidavit Barry Zehr dated Dec 19/1713. From 2005 until I retired in 2017, we held promotional assessment panels and transfer meetings on a yearly and sometimes bi-yearly basis. Over the years throughout those meetings, both as Inspector and later as Superintendent always voiced my concerns on discrimination against women and the lack of gender-equality. Despite the attendance of mid-to-high level management at these meetings, I received infrequent support and limited results.
Present at these meetings and aware of my voice concerns, were: Chiefs Matt Torigian (“Torigian”), Larkin, Deputy Chiefs (“DC”) Brent Thomlinson (“Thomlinson”), Steve Beckett (“Beckett”), Steven Chalk (“Chalk”), Kevin Thaler (“Thaler”), and Michael Mann (“Mann”) to name only a few.14. Some members of management became irritated by my advocacy. I was advised by a senior Member of the WRPS not to “push so hard on diversity”.19. Shortly thereafter….I submitted an ERU and Systemic Culture Shift memo to Chief Torigian and DCs Thomlinson and Mann. My memo and report identified issues such as “inadequate change facilities, gender-related discrimination……..Attached is Exhibit D…..21. Despite multiple communications to and from with both Mann and Thomlinson, and despite their acknowledgment of the problem, concerning both Lamport and the culture of discrimination in general….. Lamport was promoted from Staff Sergeant to Inspector.28. Note that this is the same Dietrich as in 27 and the affidavit of Shelley Heinrich30………… became obvious Superintendent Anne McConell (“Anne”) and Superintendent Rita Westbrook (“Rita) were present during a Senior Leadership Team meeting. Anne and Rita were the only senior female officers at that time…..I observed that Anne and Rita were visibly emotional and upset. They identified the issues and unequal treatment of women as being a “real problem” within the WRPS.
It appeared obvious by the comments and demeanor of Torigian, Thomlinson and Mann at that meeting that the support needed from the senior executive to address harassment, discrimination and equality, was not there.

    Yes Debbie while there are some local Councillors with explaining to do; it actually should go a lot further than that.
    It should include the Chief of Police, the Chair of the Police Services Board (Galloway), the entire Police Services Board itself and right up to the Regional Chair’s Office.
    In law these may be allegations but anyone who reads the details of multiple women and how they’ve been treated by the boys in blue from the lower ranks right up to the top should be disgusted.

    These are little boys who’s egos are so fragile that they can’t stand to think that “girls” can do the same job as they can. After all they’re supposed to be rough and tough hard asses. Well they are at least half right. They are asses.

    Oh my God! This is horrible and out of our Police Force. Words can not reflect my anger or disgust.

    Many should be fired over this including the two city council members of Cambridge that are unfit to represent anyone.

    As Taxpayers we need to ask that this be done NOW!!
    A Senior felt so threatened by a Councillor at a Council meeting that Security was requested & denied. (Re a Newspaper insult) Why – is this part of the same system?
    Citizens – wake up & know what is going on in your City.
    They cannot make trusted decisions while under these allegations.

    The police will tell everyone to remain calm till the charges are proven in court.

    As for Mike and Frank, they will never get a woman to vote for them if they were the only ones running.

    They are Done in politics.

    The big question on council will be if Donna Reid and Pam rant, ask for sensitivity training, find it disgusting and degrading like they did for a much smaller charge against another council member?

    If Donna doesn’t rip into the 2 ex-cops she is a hypocrite.

    These guys should remove themselves as unfit to hold office. Mann as a supervisor looks like he let it slide and did nothing. Now I know why they both sat with their heads down when Devine was getting ripped.

    I can’t imagine what these poor women must have gone through by these cops.

    Absolutely a vile organization we have as our law enforcement. As I have stated many times, THEY ARE ABOVE THE LAW! Where was the union? The PR division is out in full force on this as we have read. The usual B.S. that “We don’t tolerate this” and won’t, is pure lies coming out of our LAW ENFORCEMENT PEOPLE! We can no longer trust them. It will be all about discrediting these women and money. I hear they are suing for 167 million dollars. That is the full police budget each year. The taxpayer will be on the hook for all of it.

    The other sad thing here is the good cops will be painted with the same brush.

    I can’t wait to speak with Mike and Frank over this. So what else does the police get away with? The sky is the limit. The badge is now tainted and Larkin is the Province rep. Will he run and hide or face the truth and do the right things if this is true.

    Kinda hard to believe all these women are lying. Just ask Harvey Weinstein.

    People need to send Letters to the Editor of both the Kitchener Record and the Cambridge Times and have both Frank Monterio and Mike Mann removed from sitting on Council until the Court Case Comes up….They are a disgrace to our City…The Mayor needs to do this….otherwise whatever happens in Council Chambers is not credible..Remove them NOW!!!!

    Does anyone know if the Liz Monteiro that writes for the Record is related to Frank Monteiro. I have tried to find out and they won’t tell me.
    The reason I am asking is that he was always getting interviewed by the Record and one time a group of asked for the same privilege and was denied.
    If any one knows – some of us would be interested in knowing if she is or isn’t or the name is just a co-incidence.
    Moneiro & Mann must resign from Council willingly or be asked to leave now until this situation is settled.
    After what the Mayor & some of Council put a Councillor through – these two should be gone. Cannot be trusted at the moment with City decisions.

    Just can’t believe in this day and age our Police never dealt with this right away. Do as I say, not as l do. We have lost a great deal of respect for the Regional Police here. l have not seen anything on the television supporting or even an interview by the women to support their side of the story. This should be going national and suspensions should be in effect like they do in other cases. Corruption at this level has many arms. l do hope justice gets served and those that did wrong serve their time. This is a disgrace to us all. Pity.

    Making decisions what to spend your money on.
    Write letters – call – email – the Mayor, City Hall to have these
    two Councillors suspended – without pay – until this issue has been settled.
    2018 Election coming – people pay attention. If our Mayor does not step up in
    this situation – he should be fired also.
    Write – phone – email – write the Record & the Times – get the word out……

    This whole thing is going to play out and in the meantime the residents of this City can just sit back and watch Mr. Monterio deny the allegations as ‘stupid’ … If these things did truly happen and he used the language he did, he will be SHUNNED by members of the public…If these things did take place and he said the things he said, he should formally apologize not only the the victims involved but to the PUBLIC who look up to people such as the police to protect them..

    Thanks for the news clip Kelly it was interesting and informative. At hockey today people were talking about this case. The WRPA took a hit with the goings on and most were upset at the unknown cost to the public and harm done to these women. l give credit to this site for bringing out the link to see.     Randy – Yes let’s give credit to this site for reporting about situations going on in Cambridge. You should attend Council meetingS to also find out what is going on & the continued actions of those on Council that were involved in the allegations brought forth by Kelly. One of them owes an apology to two women!!!
    It is too bad that Taxpayers are not more interested in what is going on and where their money is going.
    It is the same with the Complex issue – our Mayor continues to want to send our Tax dollars to Conestoga College – he is giving himself points for bringing the Mall on board for the Rinks – no no no – he still has Conestoga on his agenda.
    This is another situation that needs attention by the VOTERS OF CAMBRIDGE.

    We moved here from Toronto several years ago to what we thought was going to be our retirement in 2020. Water, taxs and constant troble we should rethink our plans. Every month problems with Mayor and the city. Now Police are bad here as United States and Trump. All woman should be treated with respect and right to work safe. No place for stuff like this.

      Greg, it’s no different at any other police service in Ontario. WRPS is the first municipal service to attempt a class action. The service is fighting a technicality (jurisdiction). If they win, the women will be silenced yet again, and return to their toxic work environment. The situation is the same everywhere. And, all of the issues in my book, (abuses of power, deceit to the public, secrecy, favouritism, patronage…), it all exists everywhere. Our legislation permits it. People are silent because they fear charges or dismissal. I’m honestly not trying to sell books here, but I put a lot of research into my book that outlines actual cases from Ontario that have cost Ontario taxpayers millions, and now the lawsuits filed by the officers who were mistreated will cost the taxpayers millions, and NOTHING CHANGES! I have lobbied Queen’s Park, and they don’t care. Torigian is a Deputy Minister, helping to write legislation, yet he can’t even identify a CONFLICT OF INTEREST??? That’s why I’m in the business of promoting ethics. I’ve seen and experienced the worst.

    No matter what we say about these allegations that have been alleged against member of the local Police force this is still HARASSMENT and BULLYING done by male staff to members of the FEMALE population in a male oriented organization..New Legislation needs to be brought forth and the TAXPAYING PUBLIC need to be made aware of the MILLIONS of OUR MONEY that has been spent FOR NOTHING BECAUSE NOTHING CHANGES..We need to cry out for change.. If NOTHING is done over these allegations that have been lodged, it just proves how BROKE our system is…how complacent we as a society have become..WE NEED TO SPEAK UP FOR THESE VICTIMS…We also need to listen to both sides and make our own conclusions.

    As a woman I am disgusted. How can a person feel safe around these people any longer? Do I keep my door locked or window up if I get pulled over while heading home at night. I live in the country and will keep my cell phone ready. It will probably never happen but can I risk it? These two people are “Council Members” for Pete sake.     I find it very interesting to say the least that in the Cambridge Times of January 25 on page 10 that the Times contacted both Monterio and Mann by email with a list of questions for comment and response in the lawsuit. Both of them declined to comment citing ongoing legal matters. Mann states that it would be ‘inappropriate for him to respond as this is an ongoing litigation.’ Then if you read the next paragraph Monteiro almost quotes word for word what Mann states…hmmm Frank you almost sound like a parrot!! Then Frank indicates that however his surprise to learn his name came up in affidavits surfacing as part of the lawsuit?? Sounds to me like backpedaling here once again.. and his quote..’it appears that you know more than I do because I only found out that my name was in an affidavit through social media.’ Frank WHO ARE YOU TRYING TO KID HERE….THIS WAS DATED DECEMBER 19, 2017 AND YOU MEAN YOU HAD NO KNOWLEDGE!!! Now that I really find hard to believe…Sounds like someone can’t tell the truth here…wonder if he even knows what the word TRUTH MEANS!!!

    Great Article in the Record today on the front page of the local section of the newspaper….kind of brings disgrace to the residents of Cambridge to be faced with these allegations by a Member of Council…come one now…what sort of person would ever say or do something like that?? Any man no matter what profession they are in that would say or do disgraceful things like that to a woman as stated in these allegations has NO RESPECT for women. I totally agree with Margaret Barr in this…both Monterio and Mann should remove themselves from Council and DO THE RIGHT THING!! The real question is WILL THEY…the saying is INNOCENT UNTIL PROVEN GUILTY but it was said on news that in the case of POLITICIANS the saying is GULITY UNTIL PROVEN INNOCENT….We hold our Government official to a HIGH STANDARD because they represent our VOICE….So What do you think these TWO COUNCILLORS WILL DO??? WILL THEY DO THE RIGHT THING OR WILL THEY IGNORE IT??

    It never matters if they do the right thing, only that we try and do the right thing. I have had the opportunity to see things on this planet few ever have or will have. Believe me…there is a price that will be paid. The best move that can be made for those that commit wrong doings is to admit them, change and move forward. I can only hope this happens for the healing of all parties. Otherwise the risk of being consumed by continuous wrongdoing may become irreversible and become a way of living.

    Maybe continuous wrongdoing has become an irreversible way of life already Tom…Take the case of Jan Liggett with Councillor Monterio when the Integrity Commissioner recommended that he formally apologize to her for what was said on Talk Radio. Here is a classic case where members of our Council said that the recommended action did not have to be taken to correct the ‘wrong.’ In so doing, this gave not only Councillor Monterio, but the rest of council the ‘free ticket’ to disrespect not only members of our Council but members of the public as well. Yet when Councillor Devine was found by the Integrity Commissioner to be ‘guilty’ of the statements he made to a member of the public members of Council ‘reprimanded’ him. Councillor Devine admitted his guilt, said he was sorry and ensured Council that this sort of conduct on his part would never happen again. Is this a case that we have a double standard on our Council and that we figure out just how ‘wrong; a wrong is.
    When I was growing up there was not distinction about wrong. If something was wrong it was wrong and it was treated that way.. no double standard..if one person was made to apologize for a wrong…the next person that did something wrong was made to apologize too. What ever happened to that? I guess doing the right thing sometimes just seems least it appears that way with our City Council…so let me ask..will the same thing be done with these allegations?
    If that is the case, I believe the public should make sure that this gets addressed properly and that the ones involved admit that what was allegedly said and done was wrong, they genuinely admit the wrongdoing, they apologize for their actions and be held accountable and then move one and help the offended parties to heal from the wrongdoing. Sometimes the actions that we say and do can hurt individuals to the point that healing sometimes just might not be possible.
    As a society we need to look at forgiveness..we need to open our eyes and see that everyone needs to heal from the wrongdoings and we need to change what goes on and help each other.
